The High Commission of Canada in Nairobi is currently accepting applications for an experienced and highly analytical professional to serve as an International Assistance Officer. The International Assistance Officer will play a vital role in translating Canada’s foreign aid commitments into tangible, measurable impact on the ground.

Role Purpose and Responsibilities

Reporting to the Head of Cooperation, the Officer is responsible for overseeing, supporting, and analyzing international assistance programming. Duties will include planning, coordination, stakeholder engagement, reporting, monitoring, and evaluation of complex multi-sectoral projects in the East Africa region.

Core Duties Include:

  • Manage, monitor, and report on active international development projects across multiple thematic areas
  • Liaise with implementing partners, donor agencies, and host governments
  • Conduct policy and program analysis to inform strategy and decision-making
  • Develop briefing materials, internal reports, and diplomatic notes for mission management
  • Participate in field missions, stakeholder consultations, and program assessments
  • Evaluate risks, opportunities, and trends relevant to Canada’s development interests in the region
  • Maintain project documentation, financial oversight (when required), and compliance with GAC procedures

Minimum Essential Qualifications

Education:

  • Completion of a university degree in International Development, Political Science, Public Administration, Economics, Sociology, or another relevant field from a recognized institution.

Language Proficiency:

  • Intermediate spoken Somali

Experience:

  • Minimum 5 years’ experience managing or implementing international development projects
  • Minimum 5 years’ experience conducting policy research, data analysis, and strategic assessments for development-related programs, institutions, or NGOs

Applicants meeting the minimum qualifications will be assessed against the following rated criteria via interviews, written tests, and reference checks:

Knowledge:

  • Understanding of international assistance strategies in East Africa (Kenya, Somalia, Uganda, Eritrea)

  • Working proficiency in French (written and spoken)

Operational Requirements

  • Ability to work full-time, 37.5 hours per week (Monday to Friday)
  • Willingness and ability to work overtime occasionally during high-volume periods or urgent assignments
  • Ability to travel domestically or regionally for site visits and program monitoring

Conditions of Employment

Candidates must meet and maintain all of the following conditions to be appointed and retained in the role:

  • Hold valid legal authorization to work in Kenya throughout the period of employment
  • Successfully obtain a Reliability Status (security clearance) from the Government of Canada
  • Pass a medical examination conducted by a recognized physician
