Key Responsibilities

• Monitor the status of programme/project proposals, ensuring timely receipt of documentation for review and approval

• Prepare Project Cooperation Agreements (PCAs) and Internal Cooperation Agreements (ICAs) for CEO-approved projects
• Draft PCA/ICA amendment packages for approval by UNEP and Executing Agencies (EAs)
• Track the circulation of project agreements and revisions through UNEP’s approval process
• Review project implementation plans, work plans, and budgets, verifying fund availability and ensuring entry into computerized budget systems
• Compile and summarize data on project delivery, drafting status reports to identify shortfalls, budget overruns, or delays
• Develop reporting templates for UNEP partners, ensuring EAs use them to meet reporting requirements
• Evaluate project expenditure and progress reports for technical and financial compliance with UNEP, GEF, and UNFCCC standards
• Guide EAs in project revisions, including budget and work plan adjustments for assigned countries
• Organize meetings with EAs to address report disparities, over-expenditure, and strategies for project sustainability
• Support the administration and consolidation of data from annual surveys on climate report preparation
• Assist in the financial closure of projects, ensuring compliance with UNEP protocols
• Prepare Operational Completion Reports for three projects and one umbrella programme for assigned countries
• Facilitate Enabling Activities Portfolio meetings as needed
• Ensure proper filing and archiving of project information for assigned countries
• Analyze data and prepare presentations/reports for knowledge sharing, planning, and decision-making
• Maintain the functionality of MS Planner or other tracking tools to ensure timely circulation of reports and documents
• Submit monthly reports listing completed deliverables to the Task Manager

• Timely preparation and submission of high-quality NC, BUR, and BTR reports by national teams

Qualifications and Skills

• Education: Advanced university degree (Master’s or equivalent) in natural resources management, biological or physical sciences, environmental sciences, international relations, or related fields. A first-level degree (Bachelor’s) with an additional two years of qualifying experience may substitute for an advanced degree.
• Experience: Minimum of two years in programme or project administration, technical cooperation, or a related area
• Desirable Experience: Working with national governments on climate change issues
• Desirable Knowledge: Familiarity with task management and team collaboration tools (e.g., MS Planner)
• Desirable Knowledge: Understanding of the Global Environment Facility (GEF) or other multilateral climate funds
