Specific Tasks and Responsibilities

Evaluation Leadership & Coordination

  • Coordinate, author, and lead the mid-term review of the GEF-7 project in line with established international evaluation standards.
  • Assume overall responsibility for conducting the review and preparing the final evaluation report in English.
  • Ensure compliance with all applicable evaluation policies, procedures, and guidelines.

Stakeholder Engagement & Fieldwork

  • Conduct interviews with all key stakeholders, including in-person interviews in Brasilia and site visits in Florianópolis.
  • Engage with project management teams, steering committees, administrative officers, and implementing partners.
  • Facilitate individual and group interviews to gather qualitative and quantitative evidence.

Evaluation & Analysis

  • Evaluate all project components in accordance with recognised evaluation office guidelines.
  • Apply evidence-based methodologies, ensuring triangulation of information from multiple sources wherever possible.
  • Clearly document evaluative judgments, analytical reasoning, and data limitations while maintaining stakeholder anonymity.

Documentation Review & Data Collection

  • Conduct an extensive desk review of project documentation, including:
    • Project design documents, work plans, budgets, and supervision plans.
    • Theory of change, logical frameworks, and problem trees.
    • Progress reports, financial statements, audits, and monitoring tools.
    • Evaluations and reviews of comparable development projects.

Reporting & Deliverables

  • Prepare and submit all reports in line with approved templates and quality standards.
  • Develop clear findings, conclusions, and actionable recommendations supported by robust evidence.
  • Deliver three high-quality reports within agreed timelines, meeting defined performance indicators.

Qualifications & Requirements

Academic Qualifications

  • Advanced university degree in Economics, Environmental Sciences, Management, or a closely related discipline.
  • A first-level degree combined with an additional two years of relevant qualifying experience may be accepted in lieu of an advanced degree.

Professional Experience

  • Minimum of 5 years of technical experience focused on urban development, sustainability, green infrastructure, or related fields.
