Key Responsibilities
1. General Manager Compliance, Enforcement and Quality Assurance
- Lead the development and implementation of compliance, enforcement, and quality assurance strategies for the construction sector.
- Oversee regulatory inspections, audits, and investigations to ensure adherence to construction standards and legal requirements.
- Coordinate enforcement actions against non-compliant entities, including issuing directives, penalties, and legal proceedings.
- Develop and update policies, procedures, and technical manuals to guide compliance and enforcement activities.
- Liaise with government agencies, industry stakeholders, and external partners to enhance regulatory effectiveness.
- Monitor industry trends, analyze compliance data, and recommend improvements for sector-wide quality assurance.
- Prepare and present regular reports on compliance status, enforcement actions, and quality assurance outcomes.
- Promote a culture of accountability and continuous improvement within the Authority and the broader construction industry.
2. General Manager, Human Resources & Administration
- Direct the Authority’s human resources and administrative functions, including recruitment, workforce planning, and performance management.
- Develop and implement HR policies, procedures, and strategies aligned with organizational goals.
- Oversee employee relations, training and development, and talent management initiatives.
- Ensure compliance with employment laws, regulations, and best practices.
- Manage payroll, benefits, and HR information systems for efficient service delivery.
- Advise executive leadership on HR matters and organizational development.
- Foster a positive, inclusive, and high-performance work environment.
3. Manager, Accreditation and Certification
- Administer the accreditation and certification of construction professionals and firms.
- Evaluate applications, verify qualifications, and ensure compliance with regulatory standards.
- Maintain accurate records and databases of accredited entities.
- Coordinate periodic reviews, audits, and renewal processes.
- Liaise with industry bodies and educational institutions to uphold high standards of professional competence.
- Develop and deliver training and awareness programs on accreditation requirements.
4. Manager, Field Services
- Supervise field operations across multiple regions to ensure compliance with construction regulations.
- Coordinate site inspections, compliance checks, and enforcement activities.
- Lead a team of field officers, providing guidance, training, and performance feedback.
- Compile and submit comprehensive field reports to management.
- Engage with contractors, developers, and the public to promote regulatory awareness.
- Resolve compliance issues and support enforcement actions as needed.
5. Manager, National Construction Fund
- Oversee the administration and management of the National Construction Fund.
- Develop fund management policies, procedures, and investment strategies.
- Monitor fund performance, ensure compliance with statutory requirements, and report on financial status.
- Engage stakeholders to promote fund utilization for industry development.
- Coordinate audits, risk assessments, and financial reviews to safeguard fund integrity.
- Support the Authority’s mandate by aligning fund activities with national construction priorities.
Qualifications and Skills
1. General Manager Compliance, Enforcement and Quality Assurance
- Bachelor’s degree in Engineering, Construction Management, Law, or a related field.
- Master’s degree is an added advantage.
- Minimum 10 years’ experience in compliance, enforcement, or quality assurance roles within the construction or regulatory sector.
- Strong knowledge of Kenyan construction laws, standards, and regulatory frameworks.
- Proven leadership and team management abilities.
- Excellent analytical, communication, and report-writing skills.
2. General Manager, Human Resources & Administration
- Bachelor’s degree in Human Resources, Business Administration, or related discipline.
- Master’s degree or professional HR certification (e.g., CHRP) preferred.
- At least 10 years’ experience in human resources management, with 5 years in a senior leadership role.
- Expertise in HR strategy, talent management, and organizational development.
- Proficiency in HR information systems and Kenyan labor laws.
- Strong interpersonal, negotiation, and conflict resolution skills.
3. Manager, Accreditation and Certification
- Bachelor’s degree in Engineering, Construction Management, or a related field.
- Relevant professional certification is an advantage.
- Minimum 7 years’ experience in accreditation, certification, or regulatory roles.
- Attention to detail and strong organizational skills.
- Excellent communication and stakeholder engagement abilities.
4. Manager, Field Services
- Bachelor’s degree in Engineering, Construction Management, or a related discipline.
- At least 7 years’ experience in field operations, compliance, or regulatory enforcement.
- Demonstrated leadership of regional or field-based teams.
- Proficiency in report writing and data analysis.
- Strong knowledge of construction industry practices and regulations.
5. Manager, National Construction Fund
- Bachelor’s degree in Finance, Accounting, Economics, or related field.
- Professional qualifications (e.g., CPA, CFA) are an added advantage.
- Minimum 7 years’ experience in fund management, financial administration, or investment.
- Sound understanding of financial regulations and risk management.
- Strong analytical, planning, and stakeholder engagement skills.
