  • Track progress towards achievement of established annual goals and objectives related to learning and development activities.
  • Facilitate a variety of training sessions, workshops, and learning interventions, both in-person and virtually, to create positive and impactful experiences.
  • Collaborate with HR teams, management, and subject experts to conduct thorough learning needs assessments to identify skill gaps and development opportunities.
  • Contribute to planning for offsite and external training to expand staff capabilities.
  • Provide training and tools to ensure employees are proficient in navigating and completing courses, quizzes, or surveys via the e-Learning Management System (eMS).
  • Work closely with the software development team to ensure timely upgrades and improvements of the eMS.
  • Offer technical support on training development, design, monitoring, and evaluation instruments, as well as feedback mechanisms.
  • Develop questions for job knowledge and hiring assessments in collaboration with USRAP programs supervisors.
  • Ensure new staff orientation curriculum, recurrent, and mandatory trainings are built, uploaded, and updated on the e-Learning Management System (eMS) and other platforms as necessary.
  • Create instructional design documentation, including storyboards, narrative scripts, graphics, assessments, and scenario props, to support engaging learning activities.
  • Design compelling course content and learning aids such as audio, video, simulations, role plays, and games to enhance retention and transfer.
  • Schedule and conduct dry runs for all learning initiatives to refine delivery and content.
  • Maintain training design, project documentation, and course folders for organized access and updates.
  • Apply instructional design principles and adult learning theories in curriculum development to meet diverse needs.
  • Report any identified areas of significant compliance risk and ensure timely reporting of suspected fraud, malfeasance, and data breaches.
  • Coordinate and participate in regular inter-departmental process reviews to compare requirements versus current outputs and implement necessary changes.
  • Contribute to the development and updating of learning and development policy and procedure documents.
  • Analyze learning and development reports, survey results, and dry run outcomes to monitor training effectiveness and propose alternative approaches.
  • Contribute to responding to yearly external audit inquiries related to training and development.
  • Carry out training needs assessments and analyze data to inform learning priorities and organizational training needs.
  • Maintain training attendance records from various platforms, including RSC meeting tools, eMS, and other subscribed learning systems.
  • Ensure data tracking functions on eMS and other platforms are effectively utilized for accurate and timely reporting.
  • Track and report on data related to PRM objectives and indicators to support program evaluation.
  • Work closely with the software development team to improve reporting functions in digital learning tools.
  • Analyze data, generate reports, and provide recommendations for continuous improvement in learning initiatives.
  • May be deployed to the field to observe or monitor training and compliance activities as required.
  • Provide cover for HR roles when necessary to support organizational needs.
  • Perform any other duties as assigned to contribute to the overall success of the learning and development function.

Qualifications and Skills

  • Bachelor’s Degree in Organization Development, Education, Instructional Design, or a related field, or four years of paid work experience in lieu of a Bachelor’s Degree.
  • Minimum of six years of paid work experience in relevant roles.
  • One year of USRAP supervisory experience.
  • Experience leading teams is preferred.
  • Three years of training, learning, and development experience.
  • Previous experience with USRAP.
  • Strong analytical skills and excellent report-generation skills to process and document information for various audiences.
  • Proven expertise in instructional design methodologies and adult learning principles.
  • Strong proficiency with Learning Management Systems (LMS), such as moodle.org.
  • Proficiency in e-learning authoring tools.
