Key Responsibilities

Oversee all technical operations and IT service delivery to ensure seamless functionality and alignment with organizational objectives.
Lead the development and mentorship of the IT workforce, fostering skills and motivation for high performance.
Develop and review the IT strategic plan to align technology with business goals and guide operational processes.
Facilitate resource allocation to support the success of the strategic plan and organizational initiatives.
Conduct strategic situational analysis and benchmarking against best practices to assess IT standards.
Participate in the development and alignment of broader organizational strategies.
Provide technical input and recommendations to senior management on IT matters.
Offer regular reporting on IT performance and security posture to senior leadership.
Ensure the information system meets all compliance and security requirements with established risk management frameworks.
Achieve thorough knowledge and adherence to organizational, donor, and regulatory policies regarding IT management.
Oversee compliance with IT requirements, including developing and approving policies, procedures, and SOPs.
Coordinate and review required IT security and risk assessments or audits.
Oversee the adoption of comprehensive enterprise information security and IT risk management programs.
Secure the information system according to defined policies, integrity guides, federal requirements, and best practices.
Assess the appropriateness of the enterprise IT risk management framework.
Develop and oversee effective disaster recovery policies aligned with business continuity goals.
Coordinate implementation plans for business-critical service recovery in security events.
Work with security teams to develop, maintain, and publish up-to-date security policies and guidelines.
Manage security incidents to protect IT assets, intellectual property, and regulated data.
Oversee automation of business processes through software development and integration.
Monitor networks and systems performance, especially WAN setups, to support remote operations.
Manage customer service to achieve high IT service delivery and client satisfaction levels.
Evaluate IT operations and recommend improvements to maintain reliable and scalable infrastructure.
Consult with security staff to integrate security in hardware, applications, and software evaluations.
Review and approve systems configuration changes, updates, and releases.
Oversee IT operations to ensure confidentiality, integrity, and availability of systems and data.
Handle multiple project responsibilities, prioritizing and resolving technical or management issues.
Prepare and manage the annual IT budget per cooperative agreements and approve purchase requests.
Identify and support cost-effective technology solutions for organizational needs.
Monitor regional IT systems and operations for optimal performance.
Liaise with donor RPC and headquarters IT staff on compliance and cross-cutting projects.
Engage with external agencies and regulatory bodies to maintain a strong security posture.
Perform any other duties assigned for the benefit of organizational programs.

Qualifications and Skills

Bachelor’s Degree in IT or Computer Science or a related field.
Master’s Degree in a relevant field is preferred.
Minimum of ten years of professional paid work experience in Information Technology or a related field.
Proven experience in Information Systems management, Enterprise IT Risk management, and IT workforce management, particularly in international NGOs.
Knowledge and ability to manage enterprise networks, preferably Windows-based.
Previous working experience with USG funded projects is an added advantage.
Minimum of five years of direct supervisory experience.
Strong organizational and management skills with attention to detail.
Computer literacy with emphasis on Microsoft Excel and Outlook.
Excellent interpersonal and analytical skills.
Excellent communication skills to liaise with stakeholders and deliver training.
Strong analytical abilities and attention to detail for forensic audits and investigations.
Proven experience in IT service management and leading skilled IT personnel.
Strong knowledge in Information Technology Governance and Management.
Strong knowledge in Information Systems Security Framework and Enterprise IT Risk management.
Strong knowledge in networking administration and security, especially with Cisco devices.
Strong knowledge and experience in systems administration, including Microsoft 365 and Windows servers.
Knowledge of software development languages and software design is a plus.
