Introduction

The Office of the Attorney-General and the Department of Justice invites applications from qualified individuals to serve as Members of the Waqf Commission. The Waqf Commission, a statutory corporate body constituted under Section 5 of the Waqf Act, CAP. 109 of the Laws of Kenya, oversees the administration and management of waqf properties in Kenya.

This recruitment drive aims to fill eight (8) vacant positions with skilled professionals committed to the advancement of Islamic charitable trust (waqf) management and governance in Kenya. Appointments will be made on a part-time basis, and members shall serve a five-year term, with the possibility of reappointment for one further term.

About the Waqf Commission

The Waqf Commission plays a vital role in the preservation, development, and regulation of waqf properties and Islamic charitable contributions. It works to ensure transparency, professionalism, and sustainability in the use and management of these assets.

The Commission’s functions include:

  • Registration of all awqaf
  • Administration and oversight of waqf properties
  • Supervising the effective and efficient use of waqf resources
  • Ensuring the implementation of the Waqf Act and related regulations
  • Establishing functional structures to support the execution of its mandate
  • Formulating and updating policies for improved performance
  • Collecting zakat and other charitable contributions from Muslims
  • Developing continuous training programs to enhance trustee capabilities
  • Promoting public awareness on waqf-related issues

Vacant Positions and Appointment Criteria

Applicants must meet specific professional and educational qualifications depending on the designated category.

1. Alim (Islamic Jurisprudence Expert)

  • Number of Positions: 1
  • Requirement: Must be an alim well-versed in Islamic jurisprudence (fiqh)
  • Duties: Provide religious and legal guidance on the waqf portfolio and ensure adherence to Shariah principles

2. Business or Entrepreneurship Expert

  • Number of Positions: 1
  • Requirement: A person prominent in business or entrepreneurship
  • Duties: Advise on commercial viability and enterprise models applicable to waqf projects and sustainability

3. Experts in Professional Disciplines (6 Positions)

  • Number of Positions: 6
  • Fields of Expertise (at least one from each area):
    • Law
    • Accounting
    • Land Economics
    • Social Work
    • Finance and Investment
    • Architecture or Administration

Applicants in this category must demonstrate knowledge, academic credentials, and practical experience in their field of specialization. They will provide technical advisory support to the Commission in all matters relating to the efficient governance and transformation of waqf resources in Kenya.

Terms of Service

  • Appointments are part-time
  • Members serve a five-year term, renewable once
  • Compensation shall be in the form of allowances as stipulated under Section 10 of the Waqf Act
